The 4 Beast are 4 Kings and The Saints win V 17-18

Daniel 7:17-18 These great beasts, which are four, are four kings, which shall arise out of the earth. But the saints of the most High shall take the kingdom, and possess the kingdom for ever, even for ever and ever.

A similar subject was addressed in Nebuchadnezzar’s vision in Daniel 2:, but no explanation was given to the identity of all the kingdoms portrayed on the image. In this particular passage, Daniel is not given explanation what nation these kings represent.

This is a great summary of the final verdict, and the messenger goes right to the most important point. God wins and the verses that follow fill in the details. We will see in verse 21 an interesting fact not mentioned here. I have finally started to realize, how God views some things. How long it may take to accomplish a goal does not have as much meaning to Him as it does to us. He is eternal. One day to Him is as a thousand years and a thousand years as one day. He has a plan and knows the end result. Tribulations for all the people on the earth are part of that plan. Whether He allows the trials or orchestrates the trials does not diminish the fact that he knows and oversees all that is taking place. Blame Him, thank Him, or love Him. It is up to you, but he is still God.
